International Consultant – Biometrics & Identity Management Training

About the role

International Organization for Migration (IOM) is seeking a consultant to design and deliver a learner‑oriented training curriculum on biometrics and identity management for staff of the Ministry of Internal Affairs of Armenia. The assignment supports IOM’s project to strengthen migration governance and digitalisation in the country.

Key responsibilities

• Conduct a comprehensive review of IOM guidelines, national legislation, policies and international standards related to biometrics and identity management.
• Identify capacity‑building needs of the Ministry of Internal Affairs through consultations with IOM and other experts.
• Develop a structured training curriculum, including theoretical modules, practical exercises, case studies and group work, tailored to the Armenian legal and institutional context.
• Prepare training materials and facilitator guides for Training‑of‑Trainers (ToT) sessions.
• Coordinate with IOM project staff and relevant national stakeholders to ensure alignment with project objectives.

Required profile

• Advanced university degree in law, public administration, migration studies, or a related field.
• Proven experience in designing and delivering training programmes on biometrics, identity management or related security systems.
• Familiarity with Armenian migration governance, legal framework and digitalisation initiatives is highly desirable.
• Excellent analytical and writing skills in English.
