Local Consultant – Training Curriculum Development for SPR

About the role

The International Organization for Migration (IOM) is seeking a Local Consultant to design a practical training curriculum for Armenia’s State Population Register (SPR) legislative framework. The consultant will work closely with IOM and the Ministry of Internal Affairs to ensure that SPR personnel are equipped to implement new national regulations.

Key responsibilities

• Conduct consultations with IOM and designated Ministry representatives.
• Review existing SPR legislation, policies, and technical documents.
• Identify training needs and gaps for public‑sector staff.
• Develop a comprehensive curriculum that blends theoretical content with practical exercises, case studies, and interactive learning methods.
• Produce accompanying training materials ready for delivery by IOM‑engaged trainers.

Required profile

• Advanced university degree in law, public administration, migration studies, education, social sciences or a related field, with at least five years of relevant professional experience; or a first‑level degree with at least seven years of experience.
• Demonstrated experience in developing training curricula and materials for public‑sector institutions.
• Strong knowledge of migration policy and population register legislation.
