Costing Specialist – National Consultant

About the role

UN Women is seeking a National Consultant to provide specialised technical support for costing and financial planning of the draft National Action Plan related to the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence. The assignment runs from 20 September to 30 October.

Key responsibilities

• Conduct a targeted desk review of the draft Action Plan, national strategies, programmes, budgets and expenditure frameworks.
• Perform a comprehensive financial assessment of planned interventions.
• Establish clear cost metrics for line ministries and develop a detailed budget and resource‑mobilisation framework.
• Align the Action Plan with national budgetary processes to ensure sustainable funding for survivor protection, prevention strategies and multi‑sectoral response systems.
• Coordinate closely with UN Women Programme Specialist and relevant national counterparts.

Required profile

• Proven experience in costing, budgeting and financial planning for national programmes.
• Familiarity with gender‑equality policies and violence‑against‑women frameworks.
• Experience working with UN agencies, government ministries or international donors.
• Strong analytical abilities and capacity to work under guidance.
