National Consultant – Gender Expert

About the role

UN Women is seeking a National Consultant with deep expertise in gender equality to support the development of a draft National Action Plan for the implementation of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence. The consultancy runs from 10 September to 30 October 2026 and will be carried out in close coordination with UN Women staff and national stakeholders in Armenia.

Key responsibilities

• Conduct a focused desk review of national legislation, policies, strategies, action plans, and institutional frameworks related to violence against women.
• Analyse the requirements of the Council of Europe Convention and assess how they align with existing national measures.
• Build on previous assessments and reviews to identify gaps and opportunities for policy improvement.
• Provide technical and substantive support for drafting the National Action Plan, ensuring it reflects international standards and local realities.
• Collaborate closely with the UN Women Programme Specialist and relevant national counterparts throughout the assignment.

Required profile

• Advanced knowledge of gender equality frameworks, human rights treaties, and the Council of Europe Convention on Violence Against Women.
• Proven experience in policy analysis, legal framework review, and action‑plan development.
• Ability to work effectively with UN agencies, government institutions, and civil‑society organizations.
• Strong analytical and writing skills in English.
