International Consultant for Integrated Border Management

About the role

The International Organization for Migration (IOM) seeks an experienced consultant to support the Government of Armenia in advancing integrated border management reforms. The role focuses on enhancing inter‑agency cooperation, risk analysis, and operational coordination among border security stakeholders.

Key responsibilities

• Conduct targeted consultations with border agencies to validate gaps and produce a Training Needs and Capacity Assessment Report.
• Develop a comprehensive inter‑agency training package covering cooperation, risk analysis (CIRAM), information exchange, and joint operational planning.
• Create SOP‑related training modules and reference materials for coordinated border operations.
• Design and facilitate a multi‑agency simulation exercise based on realistic border‑security scenarios.
• Deliver a 4‑5 day inter‑agency training programme and a simulation exercise, including after‑action review.
• Prepare final reports with findings, recommendations, and finalized training materials.

Required skills

• Knowledge of European Integrated Border Management (EIBM) principles.
• Experience with risk analysis methodologies, specifically the Common Integrated Risk Analysis Model (CIRAM).
• Ability to develop training curricula, trainer guides, participant handbooks, and practical exercises.
