International Consultant – Integrated Border Management

About the role

The International Organization for Migration (IOM) seeks an experienced International Consultant to support the Government of Armenia in advancing integrated border management reforms. The consultancy will enhance inter‑agency cooperation, develop risk‑analysis tools, and create a comprehensive training package for border security stakeholders.

Key responsibilities

• Facilitate cooperation among the National Security Service Border Guard Troops, State Revenue Committee, Ministry of Internal Affairs, Migration and Citizenship Service, and other relevant agencies.
• Develop and institutionalize inter‑agency coordination mechanisms, standard operating procedures, and joint operational practices.
• Apply the Common Integrated Risk Analysis Model (CIRAM) to produce integrated risk analyses and support evidence‑based decision‑making.
• Design and deliver a multi‑agency training package, including curriculum, simulation exercises, and capacity‑building activities.

Required profile

• Advanced university degree in border security, law enforcement, public administration, customs, security studies or a related field.
• Minimum 10 years of professional experience in border management, risk analysis, and intelligence‑led border operations.
• Demonstrated experience with Integrated Border Management programmes and EU/Frontex methodologies.
• Previous work in Eastern Partnership, Western Balkans, Caucasus or similar contexts is an advantage.

Required skills

• Integrated Border Management (IBM) and European Integrated Border Management (EIBM) expertise.
• Risk analysis frameworks, including CIRAM and EU/Frontex risk indicators.
• Design and facilitation of multi‑agency simulation exercises.
• Development of training materials and capacity‑building programmes.
