Instructional Design & Digital Learning Development Consultant

About the role

We are seeking individual consultants to design and develop six learning modules based on approximately 40 institutional documents, including laws, regulations, internal policies, technical documentation, and guidelines. Working closely with the Learning & Development function, you will transform this material into structured, engaging learning experiences and launch them in Moodle and/or Microsoft 365 Viva Learning.

Key responsibilities

• Analyze source materials and define learning objectives, structure, and formats for each module.
• Convert complex legal, technical, and procedural content into clear, learner‑centered experiences.
• Develop self‑paced and instructor‑led materials, including interactive content, videos, scenarios, quizzes, and glossaries.
• Build assessments aligned with each module’s learning outcomes.
• Apply ISAA branding and design guidelines consistently across all materials.
• Configure, test, and publish the modules in the LMS, ensuring proper navigation, progress tracking, and completion requirements.
• Incorporate feedback from the L&D team and hand over editable source files for future updates.
• Ensure all work is reviewed and validated with the L&D team throughout the project.

Required profile

• Proven experience in instructional design, e‑learning development, or learning experience design with solid knowledge of adult learning principles.
• Experience turning complex source materials into structured self‑paced and instructor‑led learning.
• Hands‑on experience with Moodle or a comparable LMS, including course configuration, assessments, and completion logic.
• Familiarity with authoring tools such as H5P, Articulate 360, or similar.
• Ability to develop or coordinate multimedia, visual materials, scenarios, and assessments.
• Professional proficiency in Armenian (working proficiency in English is an advantage).
• Experience in the public sector, regulated industries, compliance, cybersecurity, or organizational learning is a plus.
