Local Consultant – State Population Register Curriculum Development

About the role

The International Organization for Migration (IOM) is seeking a Local Consultant to design a comprehensive training curriculum on the State Population Register (SPR) legislative framework for the Ministry of Internal Affairs of Armenia. The consultant will translate legal provisions into practical learning modules that can be delivered by IOM‑engaged trainers.

Key responsibilities

• Review the latest legislative amendments related to the SPR.
• Conduct consultations with IOM staff and relevant government counterparts to identify training expectations, needs and priority topics.
• Prepare an inception report summarising findings, consultation outcomes and proposed curriculum structure.
• Develop a full curriculum that blends theoretical content with practical exercises, case studies and interactive learning methods.
• Produce accompanying training materials ready for delivery by designated trainers.

Required profile

• Proven experience in curriculum design or training material development, preferably in a legal or migration‑policy context.
• Familiarity with Armenian SPR legislation and migration governance is essential.
• Strong analytical skills to interpret legislative texts and translate them into learning objectives.
• Ability to work collaboratively with international and government stakeholders.
