Project Officer – Transport Sector

About the role

The Project Officer will provide technical and operational support for transport projects within the Armenia Resident Mission, reporting to both the Transport Sector Division and the local mission. The role involves overseeing project implementation, advising on procurement, and supporting capacity‑building activities.

Key responsibilities

• Oversee implementation of assigned transport projects, conduct reviews, monitor progress and coordinate corrective actions.
• Advise executing agencies on ADB procurement and consultant recruitment guidelines and ensure compliance with safeguards and anti‑corruption measures.
• Participate in fact‑finding missions, review technical designs, cost estimates and procurement packages.
• Support project preparation through technical analysis, costing and addressing procurement issues.
• Maintain MIS data on implementation progress, contract awards, disbursements and reporting deliverables.

Required profile

• Bachelor’s degree in civil engineering (advanced training preferred).
• At least 8 years of relevant experience in transport project management, including planning, feasibility, design, construction and contract management.
• Sound knowledge of Armenian government procedures and ADB procurement best practices.
• Fluency in English and Armenian (local language).
