Senior Adviser för motverkande av främmande informationsmanipulation (FIMI) – EUPM Armenien

About the role

The European Union Partnership Mission in Armenia is seeking a Senior Adviser to support the mission’s mandate to counter foreign information manipulation and interference (FIMI). This 12‑month secondment is based in Yerevan and involves advising and mentoring local partners on strategic and operational levels.

Key responsibilities

• Operationalise the mission mandate by providing strategic and operational advice to Armenian counterparts.
• Identify structural weaknesses in partner institutions and propose concrete solutions.
• Support the development and implementation of reforms in line with agreed policies and coordinate with international actors.
• Liaise with EU bodies, Member States and like‑minded institutions to counter hybrid threats.
• Identify capacity‑building and training opportunities on hybrid threats, especially FIMI.
• Advise on the development and operationalisation of national counter‑FIMI frameworks and action plans.
• Provide capacity‑building support for FIMI detection, interpretation and response.
• Promote a whole‑of‑society approach to FIMI resilience, including digital and media literacy initiatives.
• Assist partners in selecting appropriate equipment and infrastructure to strengthen hybrid‑threat resilience.
• Manage and facilitate projects and interventions related to hybrid threats and cybersecurity.
• Support the implementation of externally funded projects within the adviser’s area of expertise.

Required profile

• Senior‑level professional with extensive experience in counter‑disinformation, hybrid threats or security sectors.
• Proven ability to work in international, multi‑stakeholder environments.
• Strong analytical, advisory and project‑management capabilities.
• Experience in capacity‑building, policy development and coordination with EU or NATO entities.
