Cyber Security Specialist – Government Policy Role

About the role

The Cyber Security Specialist will support the development and implementation of national cybersecurity policy within the Cybersecurity Division of the Digitisation Department. This position focuses on policy drafting, inter‑agency coordination and international cooperation rather than operational security tasks.

Key responsibilities

• Draft, update and track cybersecurity policies, strategies, standards and related government acts derived from the Law on Cybersecurity.
• Contribute to subordinate legislation and guidance on risk management, security measures and requirements for public‑sector digital systems.
• Support cyber‑maturity initiatives across public administration and advise on secure design of state digital services.
• Prepare briefs, comments and official correspondence on cybersecurity matters for internal and inter‑agency use.
• Facilitate inter‑agency and international cybersecurity cooperation, including meetings, capacity‑building exercises and partner material preparation.
• Monitor EU and international cybersecurity practices and highlight implications for Armenian policy.

Required profile

• Higher education in ICT, cybersecurity, computer science, information security, public policy, law, software engineering, digital systems or a related field.
• Working knowledge of cybersecurity governance, risk management and standards, with interest in public‑sector digital policy.
• Strong written and verbal communication skills in Armenian and working proficiency in English.
• Ability to analyse legal and policy texts and collaborate with multiple public‑sector stakeholders.
• Experience in cybersecurity, digital government or public administration is an advantage.
