Biodiversity Data Collection Framework Consultant for Armenia

About the role

The United Nations Environment Programme seeks a consultant to design a national biodiversity data collection framework for Armenia. The assignment will involve comprehensive research, stakeholder engagement, and the production of actionable roadmaps to support Armenia’s NBSAP and global biodiversity targets.

Key responsibilities

• Conduct a desk review of international best practices, focusing on GBIF infrastructure, Darwin Core standards, and case studies from the Czech Republic and Finland.
• Map Armenia’s existing biodiversity data landscape, including assets, actors, methodologies, platforms, standards, and data flow gaps.
• Identify critical data gaps aligned with NBSAP targets and prioritize needs based on policy relevance and feasibility.
• Prepare a legal and institutional mapping note outlining required legislative or administrative actions.
• Document stakeholder consultation outcomes, capturing capacities and proposed roles of government, academia, NGOs, and international partners.
• Develop a Phase 2 roadmap that defines scope, structure, and key questions for a feasibility study.
• Enhance national capacity and inter‑institutional dialogue on biodiversity data governance.

Required profile

• Proven experience in biodiversity data management, including work with GBIF or similar data infrastructures.
• Strong background in legal and institutional analysis related to environmental data sharing.
• Demonstrated ability to conduct stakeholder consultations and produce synthesis reports.
• Familiarity with Armenia’s environmental policy framework and NBSAP objectives is an advantage.

Required skills

• Knowledge of Darwin Core standards and GBIF data protocols.
• Experience with national biodiversity data systems and data mobilization.
• Analytical skills for mapping data flows, legal frameworks, and institutional arrangements.
