International Consultant - Border Security Capacity Building (CC-2026-27)

About the role

IOM is inviting an International Consultant (CC-2026-27) to work in Armenia on strengthening the capacities of national authorities to tackle cross-border organized crime and improve independent border management. The project supports the National Security Service (NSS) and its Border Guard Troops (BGT) and is delivered under the supervision of the Head of Office and direct supervision of the Project Coordinator. The consultant works in the Enhancing the Capacities of Armenian Authorities in Border Security and Crime Prevention unit.

Key responsibilities

• Inception and needs assessment: review existing NSS training documentation, legal framework and operational requirements; consult with NSS leadership, Border Guard command, instructors and stakeholders; identify training needs and prepare an inception report.
• Competency framework: define occupational profiles for contract border guards, develop learning outcomes and align them with EU integrated border management principles and FRONTEX standards.
• Curriculum design: develop a six-month training curriculum, including modules, learning outcomes, contact hours, theory/practical ratio, methods, facilities and an evaluation framework.
• Training materials: propose lesson plans, practical exercises and simulations, and assessment tools and procedures.
• Instructor capacity building: design and run a Training of Trainers (ToT) programme introducing competency-based and simulation-based methods, and mentor instructors on implementation and evaluation.
• Validation: facilitate a curriculum validation workshop with NSS representatives, incorporate feedback and submit the final curriculum package.

Required profile

• Advanced university degree in border management, security studies, military sciences, law enforcement, education, public administration or a related field.
• Minimum 10 years of professional experience in border management, border guard training or security sector education.
• Demonstrated experience developing curricula for border guard, law enforcement, military or security institutions, and experience with FRONTEX Common Core Curricula and EU integrated border management concepts.
• Experience with border guard training reform, competency-based curriculum development or capacity-building in Armenia, the South Caucasus, Eastern Partnership countries or similar partners is highly desirable.
• Fluency in English (oral and written); proficiency in Armenian or Russian is beneficial.

Performance indicators include on-time delivery, acceptance of deliverables without major revision, stakeholder satisfaction, and at least 80% of workshop and ToT participants reporting increased confidence. IOM covers consultants against occupational accidents and illnesses under its compensation plan; travel is required.
