International Consultant – Migration & Asylum Strategy (Armenia)

About the role

The International Consultant will provide technical guidance to IOM, the drafting consultancy, and the Government of Armenia to finalise the Migration and Asylum Strategy by the end of 2026. The role involves reviewing documents, conducting stakeholder consultations and delivering actionable recommendations aligned with EU acquis and international best practices.

Key responsibilities

• Conduct a comprehensive review of all draft strategy documents, background reports and related EU and national frameworks.
• Hold online interviews with key government counterparts and implementing partners to gather feedback.
• Evaluate the strategy’s relevance, coherence and alignment with EU standards, and perform a gap analysis and benchmarking against international models.
• Develop prioritized, evidence‑based recommendations for short‑, medium‑ and long‑term implementation.
• Prepare an inception report, an assessment report and a final draft with actionable roadmap.
• Participate in, or moderate, two sets of consultations with the Government, IOM and external stakeholders, and provide follow‑up support until the consultancy ends.

Required profile

• Master’s degree in international relations, law, migration, social studies or a related field.
• Minimum five years of professional experience in migration policy, including reviewing regulatory frameworks in line with EU acquis.
• Proven experience working with public administration and governmental institutions.
• Familiarity with international migration standards and experience collaborating with international organisations.
