Biodiversity Coordination Mechanism Consultant for Armenia

About the role

The United Nations Environment Programme (UNEP) is seeking a consultant to design and support a national biodiversity coordination mechanism for Armenia. The assignment will build on existing inter‑agency structures and align with the Kunming‑Montreal Global Biodiversity Framework.

Key responsibilities

• Conduct a comprehensive desk review of current biodiversity and environmental coordination mechanisms in Armenia and benchmark against international models.
• Develop a Coordination Mechanism Concept document through structured stakeholder consultations, evaluating options such as expanding the Inter‑Agency Council on Climate Change or creating a dedicated biodiversity council.
• Prepare a Legal Mapping Note identifying the legislative and administrative actions required to formalise the mechanism under Armenian law.
• Produce a stakeholder consultation report capturing the views of government agencies, NGOs, academia, indigenous groups and other relevant actors.
• Strengthen national institutional capacity for cross‑sectoral biodiversity coordination to support effective NBSAP implementation.

Required profile

• Proven experience in biodiversity policy, coordination mechanisms or environmental governance, preferably in a UN or international development context.
• Strong knowledge of whole‑of‑government and whole‑of‑society approaches, legal frameworks and stakeholder engagement processes.
• Ability to produce analytical reports, concept notes and legal mapping documents.
