Biodiversity Data Collection Framework Consultant for Armenia

About the role

The United Nations Environment Programme (UNEP) is seeking a consultant to support the Government of Armenia in developing a comprehensive biodiversity data collection framework. This Phase‑1 assignment will assess the current data landscape, identify gaps, and produce actionable recommendations to guide a subsequent feasibility study.

Key responsibilities

• Conduct a desk review of international best practices, focusing on GBIF infrastructure, Darwin Core standards, and national systems in the Czech Republic and Finland.
• Map Armenia’s existing biodiversity data assets, collection actors, methodologies, platforms, and standards, highlighting gaps and data flows.
• Identify critical data gaps by thematic area and NBSAP targets, prioritising needs based on policy relevance and feasibility.
• Prepare a legal and institutional mapping note outlining required legislative or administrative actions.
• Document stakeholder consultation outcomes, capturing priorities, capacities, and proposed roles of key data producers and users.
• Develop a Phase‑2 roadmap outlining scope, structure, and key questions for a feasibility study.
• Strengthen national capacity and inter‑institutional dialogue on biodiversity data governance.

Required profile

• Proven experience in biodiversity data management, data standards, and ecosystem monitoring frameworks.
• Demonstrated ability to conduct stakeholder consultations and produce strategic assessment reports.
• Familiarity with international biodiversity initiatives such as GBIF, CBD, and the Kunming‑Montreal Global Biodiversity Framework.

Required skills

• Knowledge of GBIF data infrastructure and Darwin Core standards.
• Expertise in biodiversity data landscape assessment and gap analysis.
• Experience with legal and institutional mapping for data governance.
