Program Officer – International Development (Yerevan)

About the role

The Center for International Private Enterprise (CIPE) is seeking a full‑time Program Officer to lead the "Responding to the Threat of Corrosive Capital in Armenia: Phase III" program. Based in Yerevan, you will design, implement and manage a portfolio of projects that support CIPE’s mission of strengthening democracy through market‑oriented reforms.

Key responsibilities

• Develop project concept papers, proposals, reports and correspondence, ensuring alignment with CIPE’s strategic goals.
• Identify and engage partner organizations and beneficiaries, designing workshops, trainings and mentorship activities.
• Oversee project financial management, budgeting, and monthly forecasts, coordinating with the Grants Manager for budget realignments.
• Monitor grantees, contractors and consultants for compliance with objectives, financial reporting and evaluation plans.
• Maintain regular communication with partners, donors and internal teams, providing weekly and monthly status reports.

Required profile

• Bachelor’s degree in International Relations, Economic Development, Political Science, Public Policy or related field (Master’s preferred).
• 3–7 years of experience in international assistance programs, non‑profit or chamber of commerce environments, with a focus on Eastern Europe.
• Fluency in Romanian and English (written and spoken).
• Demonstrated ability to develop partnerships, write proposals and conduct analytical research.
