National Consultant – Costing Specialist

About the role

UN Women is seeking a National Consultant to provide specialised technical support for the costing and financial planning of Armenia's draft National Action Plan on the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence. The assignment runs from 20 September to 30 October.

Key responsibilities

• Conduct a targeted desk review of the draft Action Plan, related national strategies, programmes, budgets and expenditure frameworks.
• Perform a comprehensive financial assessment of planned interventions and establish clear cost metrics for line ministries.
• Develop a detailed budget and resource‑mobilisation framework aligned with national budgetary processes.
• Provide technical guidance to national counterparts to ensure long‑term funding viability for survivor protection, prevention and multi‑sectoral response.
• Prepare cost estimates, reporting templates and recommendations for integration into the final Action Plan.

Required profile

• Proven experience in costing, budgeting or financial planning for public‑sector programmes.
• Familiarity with gender‑equality frameworks and the Council of Europe Convention on Violence Against Women.
• Strong analytical abilities and capacity to work with government ministries and civil‑society organisations.
• Excellent written and spoken English; knowledge of Armenian is an advantage.
